Ontology Development

1. revise formal architecture of PATO to provide coherent treatment of attributes and values
2. continue development of OBO Relation Ontology and OBO Upper Biomedical Ontology
3. continue development of criteria for admission of ontologies to OBO Library (and investigate possibility of using Ontoclean-like software to check conformity with these criteria automatically)
